    Issues Faced by the Undergraduates when Using University Libraries in Sri Lanka: a Study based on Kelaniya, Jayewardenepura, and Colombo Universities

    Information in today’s society occupies an important place. Information has become one of the basic needs of everybody in the society. In such a society, information takes the lead in every spheres. A large amount of information flow and outdate anywhere in the world in a matter of seconds. Libraries and information centres are the places where collection, organization and the dissemination of such information. The University is in the forefront of various studies, education, research, innovation and generation of new methods and tools. Accordingly, the Sri Lankan University system occupies a special place. The library occupies an important place in the university education system. Library is the heart of university education. It has become a modern accepted theory that the university library is the heart of any university. Education, Research, Knowledge, Preservation and Publication are the primary functions of a university. The principal objective of this study is to identify the problems and issues faced by the undergraduate readers when using university libraries. The survey method is used as the study method. The study population is the undergraduates studying in universities in Sri Lanka 150 undergraduates in three universities are selected as the sample among all universities. Three university libraries are University of Kelaniya, Jayewardenepura and Colombo. It is expected that the sample will be selected to represent the undergraduates in Art Faculties. About 50 undergraduates are selected from one university. A systematic questionnaire will be prepared in relation to the objectives of the study and primary data will be collected. The secondary data will be collected through written sources, such as research reports, journals, statistical records an online sources. It is intended to analyse primary data using quantitative and qualitative techniques. Various statistical methods are intended to use for better visualization of the results and the findings.

    Role and the Contribution of Advisory Committee of Public Libraries in Sri Lanka: a Study based on Selected Public Libraries in Matara District

    Public libraries make a significant contribution for producing intelligent citizens who are enriched by knowledge. The public library is the only institution which provides free services to all sections of the society irrespective of age, religion and religion. In order to preserve its democratic quality, a public library needs to be properly organized. The various committees of a library have different roles and responsibilities to play. Advisory committee or Library Committee which have a strong impact on the subject and some library committees have a good reputation and make substantial contribution to the society. The Library Advisory committee has a tremendous contribution to help libraries and to achieve people’s aspiration with a clear direction for achieving their goals. The purpose of this consultative committee is to study the impact of library development on public library work. The research method used for this study is the survey method. Among all public libraries in Matara district, six public libraries which comprised of library advisor committees use as the sample. The primary data will be collected using questionnaires and interviews. Analysed data will be presented using tables, charts and diagrams with due interpretations.

    Disaster Management in Libraries: a Study based on the Museum Library of Sri Lanka

    As far as human history is concerned, disasters have been occurred simultaneously and the libraries evolved in the society faced the same disaster issues that have been damaged to intellectual resources owing to the fact. Although disaster management plans have been prepared in collaboration with disaster management experts in many countries around the world to prevent and respond to such incidents, libraries in Sri Lanka are still not satisfied with disaster management's interest, contribution and the workload. The main objective of this study is to identify the physical resources and human resources which are vulnerable for disasters of the Museum Library of Sri Lanka and disaster management activities and to present a suitable disaster management plan. Other objectives of this study are to investigate why the management of the institute was not interested in developing a disaster management plan and to educate the library professionals on disaster management. The Museum Library of Sri Lanka is used as the sample. Techniques like the observation and interviews are used to gather primary data for the research. Data analysis is carried out using the Excel software. A disaster management plan can be proposed for the libraries to face any challenge and to prevent disasters. In that plan, preventing the disasters, main preparedness, responding, and reconciling are the components of such a plan. These factors are taken into account in the Disaster Management Planning Proposal for the Sri Lanka Museum Library.

    Basically, public libraries that are situated in Sri Lanka mostly have been faced with lots of disasters that occurred in natural ways as well as manmade actions. This research was conducted, based on the research questions on how public libraries face any disasters and how they conserve and preserve their collections and do they have proper disaster management plan for their libraries, Throughout the research findings, it is crystal clear that any library does not have such kind of disaster plan, and lack of knowledge and weakness in management mainly caused the extinguishment of the libraries. This research has presented a proper disaster management plan based on the research results

    Use of Top Down and Bottom Up approaches in Library and Information Management (LIM) research with particular reference to the identification of a research problem: A best method for undergraduate and postgraduate study programs.

    Identification of a research problem has been considered as one of the difficult functions of the whole research process in a given field. Research problem and the research title are considered as two sides of a single coin that give a value for researching. Writing style of a research problem is different from its research title. In the advanced research process, first activity is the identification of a research problem while formulating a research title is secondary to it. Many novices including experienced researchers faced a challenge in this Research Problem Identification Process (RPIP). The principal purpose of this study is to explore how to apply top down and bottom up approaches in identifying a research problem. Other objectives are to examine the strategies applying in top down approach in RPIP, to investigate the strategies applying the bottom up approach in RPIP and to identify the best approach in RPIP in LIM. Method used a mixed method of research and the data collected through literature survey and their content analysis, experience matching, action research and followed by the observation. Strategy like getting hold or clutching of a research clue or research problem from a teacher or from any other person belongs to top down approach. Many students and novices are mindful of this strategy, which is not excessively appropriate. If a novice or student tends to deduce a research problem on his or her inner mind or self-observing or self-though it is considered as bottom up approach strategy, which is much appropriate. A student or a novice should apply techniques like literature survey and literature review for filtering a plausible research hints and research problem in this case. For this purpose, Database Search Approach (DSA) is time important. The best sources for LIM researchers are the scholarly articles and the quality theses and research reports. These strategies are belonged to bottom up approach. Books particularly the textbooks are not a worthy type of source in literature survey. Choice in the area of research problem, place of work and its internal and external environments, lessons belongs to study courses and ideas and hints given by the teachers of study programs, ideas of peer groups, seminar and conference approach which mean invisible college source approach, industry approach which means that research clues, hints or research problems are taking from libraries, information science organizations in a given country are belonging to bottom up approach. When a research clue or a research problem is instituted, discussion with a senior researcher or a teacher, peer groups is appropriate. In this case, Research Problem or Title Defense Strategy (RPRTDS) should be used. RPRTDS means a group discussion with a gathering of experience senior researchers or teachers with all peer students either undergraduate or postgraduate. Students do not prepare PowerPoint presentation at this stage and they do just a face-to-face discussion. After obtaining an approval in this gathering, the secondary method is asking all students to prepare a presentation using PowerPoint or any other method. After its approval, all students should be asked to submit a research proposal duly endorsed and signed by the supervisors appointed for each students. In this proposal construction stage, the role of genuine intervention of the appointed supervisor or guide is compulsorily and ethically needed.

    Role of Librarian in Managing School Libraries: A Study Based on Selected National School Libraries in Gampaha District

    As a heart of school, the school library has very acute significant role to play. The principal objective of this paper is to study the managerial role of the school librarian. The other objectives are to identify the management functions, to examine how librarian fulfil these managerial functions, to explore the leadership characteristics, to investigate support given by the principal and staff, to examine the weakness in managing school librarian and to identify the problems faced by the professional or the Teacher librarian. Method of study was the survey and 10 national school libraries in Gampaha district used as a sample. Primary data collected using questionnaires, interview and participatory observation. Problems identified were the scarcity of library materials, the staff shortage who are trained and acquainted with these library materials. Most of school students were unaware what are good library material, how use them. The school library staff had a poor understanding on technical services. It is essential to train librarians and library staff in school library management by offering training opportunities sending them for workshops, conference and training programs. It is better to offer them both theoretical all practical aspects of school library management. More attention has to be given when allocating school library funds and much care has to be given in obtaining school library materials.

    Quality Management System in Libraries: A Case Study

    International Standards are the backbone of the society, ensuring the safety and quality of products and services, facilitating and improving the present environment in which we live in. Conformity to International Standards helps reassure consumers those products, systems and organizations are safe, reliable and good for the environment. When products and services conform to International Standards consumers can have confidence that they are safe, reliable and of good quality. ISO 9001 is a worldwide standard designed and developed by the International Organization for Standardization (ISO), Switzerland. ISO 9001 is currently in use by close to one million organizations around the world. It is truly a worldwide standard for quality. Obtaining ISO 9001 certification puts libraries in a very select group. ISO standards draw on international expertise and experience and are therefore a vital resource for governments when developing public policy. Libraries around the world can the standards to provide quality library and information services to their clientele. A quality management system (QMS) is a formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives. A QMS helps coordinate and direct an organization’s activities to meet customer and regulatory requirements and improve its effectiveness and efficiency on a continuous basis. ISO 9001:2015 is an example of a Quality Management System. ISO 9001:2015, the international standard specifying requirements for quality management systems, is the most prominent approach to quality management systems. For libraries, certification can be a useful tool to add credibility, by demonstrating that services provided meet the expectations of users. The benefits of the certification are numerous and include user satisfaction and user centred services in the libraries. The paper discusses the various benefits of quality management system in libraries and adopting a quality management system standard; describe the various issues related to ISO 9001:2015 standard; and shares a case study of implementing such a system in the library attached to M G State Institute of Public Administration, Punjab, Chandigarh (India).

    Best Practices in a College Libraries: A Case Study of Dev Samaj College for Women, Chandigarh (India)

    College libraries need to have facilities that promote effective and interactive access and use of information resources for all of its users. For the development of library infrastructure, learning resources and for their sustainability, adoption of best practices, which are practiced elsewhere, will lead to continuous improvement in the libraries. The libraries need to prepare well-framed rules and guidelines with regard to hours of access, circulation policies, and other regulations to offer better services to the users. Some of the best practices in the libraries are with respect to management of libraries; staff promotional practices; orientation programmes for the users; reader development programmes; collection development in various format; access to host of electronic resources; computerization of library and its operations; library use statistics; electronic surveillance systems, etc. Dev Samaj College for Women, Chandigarh, located in northern part of India, is one of 180 colleges affiliated to Panjab University, Chandigarh (India) and offers to Post-Graduate and Graduate programmes in Arts, Sciences and Social Sciences. The college has strength of over 1200 students. The paper discusses the best practices followed in the College library to provide facilities and services to the student and teaching community of the College. The best practices followed in the college Library include DEAR Club’ Reader Motivation Programme, soothing music in the reading area, participatory collection development, etc.

    Leadership Skills for Library Professionals

    Digitally exploded information and its management globally is the need of the hour. In the digirtal era, library management with the technically cultured users, the society expects a good leader to guide the information world to access the pinpointed authentic information towards knowledge management. In the changing world, library professionals are to ignite the younger minds with newer ideas to create more knowledge. The fundamental skill to be imbibed as leadership qualities to empower them to perform their services to the user communities is essential. The training on skills such as advocacy, risk taking, innovation and rapidly adapting changes with creativity and interactions are to be more opt for the library professionals to equip them through the different types of the leadership training This paper throw some inputs on the leadership qualities and skills required for the library professionals to think globally and act locally in the virtual environment.

    Social Acceptance and Tenure of Library Profession in Sri Lanka: A Comparative Study with Special Reference to Public Libraries and University Libraries

    Library Profession has a history around 5000 years. Origin of library profession commenced in 19 century however, it was developed as a highly accepted profession in 20thcentury. There are several factors and characteristics to be defined as a profession. The Principal objective of this research is to study the social acceptance and status of library profession in public all university libraries in Sri Lanka. The other objectives are to examine the social acceptance of library profession in Sri Lanka, to explore the status of library profession in the institutional hierarchy, to identify the corelationship between the social acceptance and professional status, to identify the attitudes of the society toward the library profession and to investigate how social acceptance and status influencing the progress of library profession. Population was comprised of category 0lLawyers, Politicians, Students and Readers and the category 02 Doctors, University Lectures, Teachers, 200 trade professionals and the category 03 Librarians. Sample selected 300 representing category 01, 200 from category 02, and 100 Librarians from category 03, altogether c. 600 among total population. Cluster sampling technique used since the sample comprised of homogenous and heterogeneous categories and the collected data was analyzed using SPSS applying descriptive method of research. The findings were that meager social acceptance and status of library profession and libraries prevailed eventhough they provide quite satisfactory library service, under estimation and the value of communities towards the library services, inadequate knowledge and the access to information as well as the library services, unclear visibility of educational, research and world of work behavior of library professionals, pale and weaker attitudes and mentalities of library professionals and that there is an acute and concomitant influence from prevailing meager social recognitiontoward this social acceptance and status of a profession in Sri Lanka.Few policy suggestions are to improve the attitudes and response of authoritative, managerial, administrative politicalstakeholders including policy makers and the general public towards libraries, their services and library professionals by way of extending more public relations and cooperation extending the gravity and the visibility of library service among those categories. Within this context, establishment of a National Library and Information Science Commission (NAISC) and the drafting and the institutionalization of Sri Lanka National Library Services Manifesto (SNLSM) and making an effective and efficient library operation system and to formulate a unique recruitment, selection and job promotion policy based on skills, educational qualifications experience and professional competencies from lower to professionals staff level are few suggestions.
