Item Role of Librarian in Managing School Libraries: A Study Based on Selected National School Libraries in Gampaha District(Department of Library and Information Science, Faculty of Social Sciences, University of Kelaniya, Sri Lanka, 2016) Wijesiri, E.A.D.B.As a heart of school, the school library has very acute significant role to play. The principal objective of this paper is to study the managerial role of the school librarian. The other objectives are to identify the management functions, to examine how librarian fulfil these managerial functions, to explore the leadership characteristics, to investigate support given by the principal and staff, to examine the weakness in managing school librarian and to identify the problems faced by the professional or the Teacher librarian. Method of study was the survey and 10 national school libraries in Gampaha district used as a sample. Primary data collected using questionnaires, interview and participatory observation. Problems identified were the scarcity of library materials, the staff shortage who are trained and acquainted with these library materials. Most of school students were unaware what are good library material, how use them. The school library staff had a poor understanding on technical services. It is essential to train librarians and library staff in school library management by offering training opportunities sending them for workshops, conference and training programs. It is better to offer them both theoretical all practical aspects of school library management. More attention has to be given when allocating school library funds and much care has to be given in obtaining school library materials.Item Quality Management System in Libraries: A Case Study(Department of Library and Information Science, Faculty of Social Sciences, University of Kelaniya, Sri Lanka, 2016) Rao, P.V.International Standards are the backbone of the society, ensuring the safety and quality of products and services, facilitating and improving the present environment in which we live in. Conformity to International Standards helps reassure consumers those products, systems and organizations are safe, reliable and good for the environment. When products and services conform to International Standards consumers can have confidence that they are safe, reliable and of good quality. ISO 9001 is a worldwide standard designed and developed by the International Organization for Standardization (ISO), Switzerland. ISO 9001 is currently in use by close to one million organizations around the world. It is truly a worldwide standard for quality. Obtaining ISO 9001 certification puts libraries in a very select group. ISO standards draw on international expertise and experience and are therefore a vital resource for governments when developing public policy. Libraries around the world can the standards to provide quality library and information services to their clientele. A quality management system (QMS) is a formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives. A QMS helps coordinate and direct an organization’s activities to meet customer and regulatory requirements and improve its effectiveness and efficiency on a continuous basis. ISO 9001:2015 is an example of a Quality Management System. ISO 9001:2015, the international standard specifying requirements for quality management systems, is the most prominent approach to quality management systems. For libraries, certification can be a useful tool to add credibility, by demonstrating that services provided meet the expectations of users. The benefits of the certification are numerous and include user satisfaction and user centred services in the libraries. The paper discusses the various benefits of quality management system in libraries and adopting a quality management system standard; describe the various issues related to ISO 9001:2015 standard; and shares a case study of implementing such a system in the library attached to M G State Institute of Public Administration, Punjab, Chandigarh (India).Item Best Practices in a College Libraries: A Case Study of Dev Samaj College for Women, Chandigarh (India)(Department of Library and Information Science, Faculty of Social Sciences, University of Kelaniya, Sri Lanka, 2016) Kaur, J.College libraries need to have facilities that promote effective and interactive access and use of information resources for all of its users. For the development of library infrastructure, learning resources and for their sustainability, adoption of best practices, which are practiced elsewhere, will lead to continuous improvement in the libraries. The libraries need to prepare well-framed rules and guidelines with regard to hours of access, circulation policies, and other regulations to offer better services to the users. Some of the best practices in the libraries are with respect to management of libraries; staff promotional practices; orientation programmes for the users; reader development programmes; collection development in various format; access to host of electronic resources; computerization of library and its operations; library use statistics; electronic surveillance systems, etc. Dev Samaj College for Women, Chandigarh, located in northern part of India, is one of 180 colleges affiliated to Panjab University, Chandigarh (India) and offers to Post-Graduate and Graduate programmes in Arts, Sciences and Social Sciences. The college has strength of over 1200 students. The paper discusses the best practices followed in the College library to provide facilities and services to the student and teaching community of the College. The best practices followed in the college Library include DEAR Club’ Reader Motivation Programme, soothing music in the reading area, participatory collection development, etc.Item Leadership Skills for Library Professionals(Department of Library and Information Science, Faculty of Social Sciences, University of Kelaniya, Sri Lanka, 2016) Dorairajan, M.; Sanka, M.; Raghavan, P.Digitally exploded information and its management globally is the need of the hour. In the digirtal era, library management with the technically cultured users, the society expects a good leader to guide the information world to access the pinpointed authentic information towards knowledge management. In the changing world, library professionals are to ignite the younger minds with newer ideas to create more knowledge. The fundamental skill to be imbibed as leadership qualities to empower them to perform their services to the user communities is essential. The training on skills such as advocacy, risk taking, innovation and rapidly adapting changes with creativity and interactions are to be more opt for the library professionals to equip them through the different types of the leadership training This paper throw some inputs on the leadership qualities and skills required for the library professionals to think globally and act locally in the virtual environment.Item Social Acceptance and Tenure of Library Profession in Sri Lanka: A Comparative Study with Special Reference to Public Libraries and University Libraries(Department of Library and Information Science, Faculty of Social Sciences, University of Kelaniya, Sri Lanka, 2016) Ananda Tissa, R.D.; Weerasooriya, W.A.Library Profession has a history around 5000 years. Origin of library profession commenced in 19 century however, it was developed as a highly accepted profession in 20thcentury. There are several factors and characteristics to be defined as a profession. The Principal objective of this research is to study the social acceptance and status of library profession in public all university libraries in Sri Lanka. The other objectives are to examine the social acceptance of library profession in Sri Lanka, to explore the status of library profession in the institutional hierarchy, to identify the corelationship between the social acceptance and professional status, to identify the attitudes of the society toward the library profession and to investigate how social acceptance and status influencing the progress of library profession. Population was comprised of category 0lLawyers, Politicians, Students and Readers and the category 02 Doctors, University Lectures, Teachers, 200 trade professionals and the category 03 Librarians. Sample selected 300 representing category 01, 200 from category 02, and 100 Librarians from category 03, altogether c. 600 among total population. Cluster sampling technique used since the sample comprised of homogenous and heterogeneous categories and the collected data was analyzed using SPSS applying descriptive method of research. The findings were that meager social acceptance and status of library profession and libraries prevailed eventhough they provide quite satisfactory library service, under estimation and the value of communities towards the library services, inadequate knowledge and the access to information as well as the library services, unclear visibility of educational, research and world of work behavior of library professionals, pale and weaker attitudes and mentalities of library professionals and that there is an acute and concomitant influence from prevailing meager social recognitiontoward this social acceptance and status of a profession in Sri Lanka.Few policy suggestions are to improve the attitudes and response of authoritative, managerial, administrative politicalstakeholders including policy makers and the general public towards libraries, their services and library professionals by way of extending more public relations and cooperation extending the gravity and the visibility of library service among those categories. Within this context, establishment of a National Library and Information Science Commission (NAISC) and the drafting and the institutionalization of Sri Lanka National Library Services Manifesto (SNLSM) and making an effective and efficient library operation system and to formulate a unique recruitment, selection and job promotion policy based on skills, educational qualifications experience and professional competencies from lower to professionals staff level are few suggestions.
